Quick answer: Product GMV Max promotes your products around the clock through video and product card ads, and it fits almost every shop. LIVE GMV Max only delivers while you are streaming and sends viewers into your LIVE room, so it pays off when you stream on a regular schedule, for several hours, with offers built for live selling. Most shops should start with Product GMV Max and add LIVE once streams are consistent.

TikTok Shop ads now run through one system, GMV Max, but that system has two campaign types that behave very differently. Picking the wrong one, or running LIVE before your streams are ready, is one of the quicker ways to spend money without learning much.

This post compares Product GMV Max and LIVE GMV Max side by side: how each works, when each wins, how to set them up, how to budget them, and how to run both without the campaigns tripping over each other. How Product GMV Max works

Product GMV Max takes a set of products, a target ROI and a daily budget. It then builds ads from every eligible piece of content: product anchored videos from your connected TikTok accounts, Spark Ads posts, authorized affiliate posts and product cards. It places them across the feed, search, the Shop Tab and TikTok Ad Network, and it creates and pauses ads on its own.

Results are counted at the product level. Orders for promoted products are attributed to the campaign whether they came from a paid view, an organic video or an affiliate post, using same day orders and a one day attribution window. TikTok describes Product GMV Max as optimizing the shop’s total nonLIVE ROI.

Product GMV Max runs continuously once published. It does not need you to be on camera, which is why it suits nearly every shop.

How LIVE GMV Max works

LIVE GMV Max promotes a livestream. TikTok’s help center describes it as optimizing LIVE room traffic to get the highest gross revenue for your LIVE event. It uses two creative types and allocates budget between them automatically:

  • Video to LIVE: short videos from your TikTok account that drive viewers into the stream.
  • LIVE to LIVE: the ongoing stream itself, promoted to bring more viewers into the same room.

LIVE ROI is total LIVE room GMV divided by total ad spend, with real time attribution at the LIVE room level. When the account is offline, the campaign does not deliver; TikTok’s troubleshooting guide notes it resumes automatically when the seller goes live again.

Two side effects are worth knowing. When a shop’s primary ad account has an active LIVE GMV Max campaign, existing LIVE Shopping Ads for the shop’s official TikTok account are paused automatically, whichever ad account created them, and they do not restart on their own when the campaign ends. And if the official account is disconnected from the shop, Business Center or the linked ad account, LIVE GMV Max campaigns using it may pause.

Check availability first

TikTok’s LIVE GMV Max setup articles, updated as recently as September 2026, list Indonesia, Malaysia, the Philippines, Thailand, Vietnam and Singapore. TikTok’s May 2026 business blog says GMV Max is live in every TikTok Shop market. Product GMV Max explicitly lists the United States. If you sell in the US, confirm that “Promote LIVE” appears under Shop Ads in your Seller Center before building a plan around it.

When Product GMV Max wins

Context helps here. Tubefilter, citing Momentum Works and Tabcut, reported that in the first half of 2026 slightly more than half of TikTok Shop GMV came through the Shop tab, about 40% through video and about 8% through livestreaming. Most buying happens outside LIVE, which is where Product GMV Max works.

Product GMV Max is the better first campaign when:

  • You do not stream yet, or you stream irregularly. LIVE GMV Max has nothing to deliver when you are offline.
  • You have affiliate content. Authorized affiliate videos feed Product GMV Max directly, and TikTok notes they often perform better.
  • Your catalog has several proven products. The system can spread spend across products and videos and find the best combinations.
  • Your offer works without explanation. Products that sell from a 20 second demo do not need a host.
  • You want steady, measurable spend. A continuous campaign is easier to read, budget and protect than one tied to stream times.

When LIVE GMV Max wins

LIVE GMV Max earns its place when the stream itself is a sales asset. That usually means:

  • You stream on a fixed schedule. TikTok recommends consistent timing and duration across campaign days.
  • Your sessions are long. TikTok reports that sessions of 3 hours or more generally see faster single session GMV growth, and it recommends more than 8 hours a day for a larger single session increase.
  • The account already sells on LIVE. TikTok considers a profile with roughly $1,000 in gross revenue over the last 7 days a strong one to promote.
  • The product needs demonstration or trust. Skincare results, fit and sizing, gadgets and anything where questions decide the sale.
  • You have live only offers. Bundles, flash deals and limited quantities give viewers a reason to buy now.

A decision table

Your situation Start with Why
New shop, no streams, a few products Product GMV Max No dependency on hosts or schedules; learns from every video you and your affiliates post
Established shop, strong affiliate program, occasional streams Product GMV Max, LIVE for events only Affiliate content is your biggest creative asset; LIVE for launches and sales days
Streams 3+ hours, 4 or more days a week, solid LIVE sales Both LIVE GMV Max fills the room; Product GMV Max covers the other hours
LIVE first brand with in house hosts LIVE GMV Max, then add Product The stream is the store; Product GMV Max then catches demand from clips and affiliates
Thin margins, discount led LIVE offers Product GMV Max until LIVE economics are proven LIVE discounts and host costs can push breakeven ROI out of reach

Setting up each campaign

Product GMV Max setup

  1. In TikTok Ads Manager, click GMV Max and choose your shop, then Create GMV Max ads.
  2. Choose Promote products, then Promote all products or add specific products. Promoting all products turns off Video and Product Shopping Ads across all ad accounts for the shop.
  3. Set the ROI target (recommended or your own) and the daily budget (recommended or your own).
  4. Set a start date and time, then publish. The campaign runs continuously.

Before you start, remove the products from any active Video Shopping Ads, Product Shopping Ads or other GMV Max campaign, and confirm the ad account has GMV Max authorization for the shop.

LIVE GMV Max setup

  1. Turn off any running LIVE Shopping Ads or LIVE GMV Max campaigns for the account.
  2. In Seller Center, open Shop Ads and click Create GMV Max ads (or use the GMV Max tab in Ads Manager), then choose Promote LIVE.
  3. Select the TikTok account that hosts the stream.
  4. Set the optimization goal to gross revenue and enter a LIVE ROI target, or use the recommended one.
  5. Set a daily budget, or use the recommendation based on past LIVE performance.
  6. Set the schedule and review the commission settings, which TikTok says are on by default for official account holders, then publish.

For video supply, TikTok recommends at least 50 to 70 videos for creative exploration, or 5 to 10 new videos a day. You can select up to 10 Preferred videos most relevant to each stream and update them per session, and some accounts can upload videos directly to the campaign, where they get priority in exploration. Our guide to GMV Max creative covers how to build that supply.

Budgeting each campaign

Product GMV Max budgets

TikTok’s formula for a recommended daily budget is 2 × historical nonLIVE GMV ÷ ROI target. A shop averaging $1,200 a day in nonLIVE GMV with a target of 3.0 would start around 2 × 1,200 ÷ 3 = $800 a day. TikTok also advises keeping budget consumption below 80%, which means raising the budget when the campaign regularly spends close to its cap.

LIVE GMV Max budgets

TikTok recommends following the system’s budget suggestion, or setting a budget two to three times higher than you spent on historical LIVE ads. If you used to spend $200 per stream day on LIVE Shopping Ads, that means $400 to $600 a day. The budget is only fully used if the campaign can roughly meet your target ROI, so a large number is a ceiling rather than a commitment.

TikTok’s pacing guidance for LIVE is simple. If spend is slower than expected a day after launch, consider lowering the ROI target. If it is faster, consider raising the budget or the ROI target; fast spend usually means the campaign is performing as expected. TikTok also recommends running a LIVE campaign for at least three days before judging it.

The LIVE breakeven check

LIVE carries fixed costs that Product campaigns do not: hosts, producers, set and samples. Build them into your target before the first stream. Example:

  • A 4 hour stream costs $500 in host and production fees.
  • Contribution margin before ads on LIVE offers is 40% of GMV (lower than usual because of bundle pricing).
  • At a LIVE ROI of 4.0, ads cost 25% of GMV, leaving 15% of GMV after ads.
  • To cover the $500 fixed cost, the stream needs $500 ÷ 0.15 = about $3,333 in LIVE GMV.

If your streams are not near that level yet, lower the fixed cost per stream, raise contribution with better offers, or keep building LIVE organically before adding paid traffic. The method for setting the target itself is in our post on setting your GMV Max target ROI.

Running both at the same time

Many established shops end up running both campaign types. They can coexist, but they measure different things and follow different rules, so treat them as two campaigns with two jobs.

  • Separate economics. Product GMV Max is built around nonLIVE GMV; LIVE GMV Max measures LIVE room GMV. Set each target from its own margins, since LIVE pricing and costs differ.
  • Separate budgets. Each campaign has its own daily budget. Do not starve Product GMV Max to fund a stream; it covers the many hours you are not live.
  • Different change limits. For ROI protection, Product GMV Max days are voided by any target increase or more than one decrease; LIVE GMV Max days are voided by more than two manual changes.
  • Max delivery behaves differently. On LIVE, Max delivery only takes effect while the room is active. If you set no end date, it does not revert to Target ROI until you remove it manually. Either way, Max delivery days are not covered by ROI protection.
  • Creative boost is LIVE specific in its details. On LIVE GMV Max, Creative boost adds a separate daily budget (minimum $10) to one video, reports only impressions, cost, CTR and views, and is excluded from ROI protection.
  • Promotion days apply to both. For sales events, TikTok’s Promotion days setting lowers ROI goals and raises budgets on Live and Product campaigns. Turn it on 3 to 5 days ahead.
  • Read the shop, not just the campaigns. Judge the combination by total shop GMV and contribution after ads. A strong LIVE night can pull buyers who would otherwise have bought from a product video, and the reverse.

A practical weekly rhythm: Product GMV Max runs all week at a stable target. LIVE GMV Max runs on stream days with Preferred videos updated before each session. Promotion days are scheduled for known events. Targets change at most once per review, on the day you review.

Mistakes when choosing between them

  1. Starting with LIVE because it looks exciting. Without a steady schedule and a host who sells, the campaign spends in short bursts and learns slowly.
  2. Using the same target for both. LIVE offers and costs differ, so their breakeven ROI differs.
  3. Forgetting the paused LIVE Shopping Ads. They do not restart on their own after a LIVE GMV Max campaign ends.
  4. Leaving Max delivery open ended on LIVE. Without an end date, the campaign stays in Max delivery until you remove it.
  5. Judging LIVE on one stream. TikTok recommends at least three days of running before drawing conclusions.

Frequently asked questions

Is LIVE GMV Max available in the US?

TikTok’s LIVE GMV Max setup articles, updated in 2026, list Indonesia, Malaysia, the Philippines, Thailand, Vietnam and Singapore, while TikTok’s May 2026 blog says GMV Max is live in all TikTok Shop markets. Product GMV Max explicitly lists the United States. Check whether Promote LIVE appears under Shop Ads in your Seller Center.

Can I run Product GMV Max and LIVE GMV Max at the same time?

Yes. They are set up as separate campaigns with their own targets and budgets: one promotes products, the other promotes a LIVE room. Set each target from its own margins and judge the combination by total shop GMV and contribution.

What happens to my LIVE Shopping Ads when I start LIVE GMV Max?

When a shop’s primary ad account has an active LIVE GMV Max campaign, existing LIVE Shopping Ads for the shop’s official TikTok account are paused automatically. They do not restart when the LIVE GMV Max campaign ends, so restart them manually in Ads Manager if you still need them.

How long should my livestreams be for LIVE GMV Max?

TikTok reports that sessions of 3 hours or more generally see faster single session GMV growth, and it recommends more than 8 hours a day for larger single session increases. It also recommends consistent stream times and running a campaign for at least three days.
