Quick answer: A GMV Max campaign that will not spend is usually asking for a return the auction cannot deliver, short on eligible creative, or blocked by a product, permission or account issue. Check the target ROI against TikTok’s recommendation first, then the video pool and statuses, then product eligibility and setup. Make one change at a time and give it three full days before judging.

A GMV Max campaign with a healthy budget that spends a fraction of it is one of the most common complaints in TikTok Shop advertising. The good news is that the causes are few and checkable. The bad news is that the usual reflex, changing settings every day, makes most of them worse.

This checklist covers nine causes, how to spot each one and how to fix it, followed by a diagnostic table and a seven day recovery plan. For background on how GMV Max decides what to spend, start with our complete GMV Max guide.

First, confirm it is really under spending

Before you change anything, rule out the false alarms:

  • You are looking mid day. GMV Max optimizes ROI across the full day, so pacing at noon says little. Judge full days.
  • The campaign is brand new. TikTok’s guidance for LIVE is to judge pacing after the first day and run at least three days; for Product, it asks you to hold each ROI setting for at least three full days.
  • The schedule has not started. Check the start date and time, and the ad account’s time zone.
  • Max delivery is running. During a Max delivery window, only the separate Max delivery budget is spent and the Target ROI budget is not consumed, so the main budget can look idle.
  • The budget is simply generous. TikTok’s own advice is to keep budget consumption below 80%. Spending 60% of a large budget at your target is a campaign doing its job.

If the campaign has run several full days and spends far less than you expect, work through the causes below in order.

The 9 causes, and how to fix each

1. The target ROI is higher than the auction can deliver

This is the most common cause. The target ROI tells TikTok how much gross revenue you need per dollar of spend. TikTok says plainly that lower targets boost delivery while higher targets can limit spend, and that the budget is only fully used if the campaign can roughly meet the target.

How to spot it: spend is low while the ROI on what does spend is well above target. Your target is also well above TikTok’s recommended ROI.

Fix: compare your target with the recommendation and with your breakeven ROI. If there is room above breakeven, lower the target one step, about 5% to 10%, and wait three full days. On Product GMV Max, a single decrease in a day keeps that day eligible for ROI protection; a second decrease or any increase does not. Our guide to setting GMV Max target ROI shows how to find the floor.

2. The settings keep changing

Every target change asks the system to relearn what it can buy at the new return. TikTok’s Product guidance is to keep each ROI setting for at least three full days because frequent changes disrupt learning, and its LIVE guidance is to read pacing a day after launch and run for at least three days before judging.

How to spot it: the change log shows target or product edits every day or two, and spend never settles.

Fix: pick a setting, write the date down and leave it for three full days. Batch product edits too; they also remove ROI protection for the day they happen.

3. The creative pool is too thin

GMV Max can only spend on ads it can build. With a handful of videos, it quickly runs out of options that clear your target. TikTok’s creative exploration guidance lists keeping enough creatives available as the first fix for weak exploration, and for LIVE it recommends at least 50 to 70 videos in queue, or 5 to 10 new videos a day.

How to spot it: few videos in the product and creatives report, most of them old, with spend concentrated on one or two.

Fix: keep auto select on so all existing and future videos are explored, post new product anchored videos weekly, link additional TikTok accounts, add Spark Ads posts to the Creative Library, and get affiliate creators to authorize their posts. Our GMV Max creative guide covers how much to produce and how to test it.

4. The creative exists but cannot run

Videos can be in your library and still be unusable. TikTok marks creatives as ineligible when they need authorization, were rejected, are unavailable, are excluded or are inactive. Private, rejected or deleted videos and videos from suspended accounts cannot be used in ads. If an affiliate collaboration ends, ads using that creator’s videos pause.

How to spot it: many videos show statuses such as Authorization Recommended, Excluded or ineligible, or affiliate videos you expected never appear.

Fix: authorize videos flagged “Authorization Recommended” first, since they already produced orders. Check that the video source includes “Affiliate post.” Review bulk exclusion filters: a broad caption keyword or affiliate handle filter can remove far more videos than intended, up to 200, and removing the filter later does not mean those videos return to delivery. Fix rejected videos where possible.

5. The products are not eligible, or are stuck elsewhere

TikTok requires products to be removed from any active Video Shopping Ads, Product Shopping Ads or other GMV Max campaign before they can join a new GMV Max campaign. A product that is not live in the shop, not approved or out of stock gives the campaign nothing to sell.

How to spot it: some promoted products show no spend at all, or the campaign was built on a narrow product list that has since changed.

Fix: confirm each promoted product is live, approved and in stock, and that it is not attached to an older campaign in any ad account. Remember that promoting all products turns off Video and Product Shopping Ads across every ad account for the shop, while promoting selected products affects only those products.

6. The product does not convert at your target

GMV Max amplifies demand; it does not create it. If shoppers click and do not buy, the system cannot find enough orders at your target, so it holds back. TikTok’s best practices point the same way: products that already sell tend to show the clearest gains.

How to spot it: reasonable impressions and product ad clicks in the video report, but a low ad conversion rate and few orders.

Fix: work on the listing and offer: price against competitors, main image, title, reviews, shipping speed and any bundle or coupon. Promote proven sellers first and bring weaker products in later.

7. Authorization, permissions or Business Center setup

Some campaigns spend nothing because something in the account structure is broken. TikTok requires the shop to be connected to a Business Center, the ad account to hold GMV Max authorization for the shop, and the user to have Admin or Advertising Manager permission. For partner and agency setups, the ad account, TikTok accounts and shop must sit in the same Business Center.

How to spot it: the “Create GMV Max ads” button was greyed out, the shop did not appear in setup, a campaign paused unexpectedly, or someone recently changed the primary ad account or disconnected an account.

Fix: check the GMV Max account settings under Shop Ads in Seller Center, confirm authorization and permissions, and reconnect any TikTok account that was unlinked. For LIVE, TikTok notes that disconnecting the official account from the shop, Business Center or ad account can pause LIVE GMV Max campaigns.

8. LIVE GMV Max: the room is not live

LIVE GMV Max only delivers while the selected account is streaming. TikTok’s troubleshooting guide explains that when the TikTok identity is not live, the room is offline and the campaign does not deliver; it resumes automatically when the seller goes live again. Max delivery on LIVE also only takes effect while the room is active.

How to spot it: statuses such as “Not delivering” or “Not LIVE yet,” and spend that only appears during stream hours.

Fix: judge LIVE spend per stream hour, not per day. Keep streams on a consistent schedule; TikTok reports that sessions of 3 hours or more generally grow single session GMV faster. Select up to 10 Preferred videos before each stream.

9. The budget is too small to explore, or the account is on hold

A budget far below what TikTok recommends gives the system little room to test, and TikTok’s exploration guidance asks for a sufficient budget alongside a realistic target. Separately, a payment problem, or an account, shop or ad that has been suspended or stopped, can halt delivery entirely, and no setting change will fix that.

How to spot it: a budget well under TikTok’s formula of 2 × historical nonLIVE GMV ÷ ROI target, account notifications, or a sudden stop across every campaign.

Fix: bring the budget closer to the recommendation for a test period, check the ad account’s payment method and balance, and review Seller Center and Ads Manager notifications for account or shop status issues.

A diagnostic table

What you see Most likely cause Check first
Low spend, ROI well above target Target too high (1) Target vs TikTok’s recommendation and your breakeven
Spend never settles Frequent changes (2) Change log for the last two weeks
Spend concentrated on one or two old videos Thin pool (3) Number of eligible videos per product
Many videos not delivering Ineligible creative (4) Statuses, exclusion filters, authorization
Some products with zero spend Product eligibility (5) Old campaigns, stock, listing status
Clicks but few orders Conversion (6) Price, reviews, images, offer
Zero spend from day one Setup (7) or account hold (9) Authorization, permissions, notifications, payment
Spend only during certain hours LIVE offline (8) Stream schedule and statuses

A seven day recovery plan

  1. Day 1: rule out false alarms, then check setup, authorization, product eligibility and account notifications. Fix anything broken. Do not touch the target yet.
  2. Day 1, continued: audit creative: authorize flagged videos, loosen over broad exclusion filters, request affiliate authorizations.
  3. Day 2: if spend is still low with ROI above target, lower the target once by 5% to 10%, staying above breakeven.
  4. Days 2 to 4: change nothing. Publish new product anchored videos and brief creators.
  5. Day 5: read three full days. If spend is near budget, raise the budget. If still low, consider one more target step or fix the listing.
  6. Days 5 to 7: hold again, and note what moved.

Frequently asked questions

Why is my GMV Max campaign spending so little on day one?

GMV Max optimizes ROI across the full day, and new campaigns need time to explore creative, so early pacing is often uneven. Judge full days, and give each ROI setting at least three full days, as TikTok recommends. If spend stays low with ROI well above target, the target is the likely cause.

Should I raise the budget if GMV Max is not spending?

Usually not. If the campaign spends well under its budget, the budget is not the constraint; the target ROI, creative supply or eligibility is. Raise the budget when spend regularly exceeds about 80% of it at your target.

Will lowering target ROI make GMV Max spend more?

Usually yes. TikTok states that lower targets boost delivery and GMV while higher targets can limit spend. Lower in steps of about 5% to 10% and stay above your breakeven ROI.

Why did my GMV Max campaign suddenly stop spending?

Sudden stops usually come from something changing outside the settings: a product going out of stock or being edited, an affiliate collaboration ending, a TikTok account being disconnected, a LIVE room going offline, or a payment or account issue. Check notifications, stock and account connections before changing the target.
