Quick answer: The TikTok Shop Partner (TSP) program is TikTok’s application based program for agencies and service providers that help sellers, run through TikTok Shop Partner Center alongside separate tracks for affiliate partners (TAP) and creator agencies (CAP). Approved partners get a directory listing, a way to request authorization into seller shops, and tiers based on gross merchandise value (GMV) that unlock support. Nothing we found on TikTok’s pages says an agency must be a TSP to run a client’s shop: brands can grant access through their own Seller Center and Business Center either way.

Sooner or later a client asks whether you are a TikTok Shop Partner. Sometimes it is a procurement checkbox, sometimes they saw a badge on another agency’s website. You need a straight answer about what the program is and whether you need it.

This post is part of our guide to adding TikTok Shop services to your agency. Everything below comes from TikTok’s own Partner Center pages and help articles, read in October 2026. Where TikTok does not publish a detail, we say so instead of guessing. TikTok updates these pages often, so confirm anything important in Partner Center before you act.

What the TikTok Shop Partner program is

TikTok runs its partner programs through TikTok Shop Partner Center, which it describes as built for developers, talent agencies and service partners. The homepage splits partners into four groups. When agencies say “TSP”, they almost always mean the service partner track.

Partner type What TikTok says it does Typical agency fit
TikTok Shop Partner (TSP), also called Service Partner Services for sellers: shop operations, affiliate and creator strategy, short video or LIVE content production Ecommerce, marketplace and social agencies that run shops for brands
Affiliate Partner (TAP) Runs affiliate campaigns for sellers: finds creators, gets them to take part, manages their commissions Influencer and affiliate agencies
Creator Agency Partner (CAP) and MCN Manages, represents or incubates creators who make short video and LIVE commerce content Talent and creator agencies
Developer Builds apps that sellers install from the TikTok Shop App Store Software and integration companies

On TikTok’s own pages, the TikTok Shop Partner label means the seller services track. In the US, TSP services sit under a main category TikTok calls Outsourced Operation, with four service categories: Shop Management (store setup, listings, promotion planning and customer service), LIVE Management, Short Video Management and Seller Affiliate Management (product selection, commission setting and seller campaigns that invite creators). A separate Shop Registration category lets approved TSPs generate referral links that send new sellers into Seller Center onboarding.

One detail worth knowing: the Partner Center homepage still lists paid media as a TSP service, but TikTok’s US onboarding guide says new partners can no longer register for the discontinued Paid Media, Mass Recruiting and Mass Tutoring categories. If ads management is central to your offer, check the current category list first.

TAP and CAP: the creator side of the program

The TikTok Affiliate Partner track (TikTok Shop Affiliate Partner, or TAP, in TikTok’s documentation) is built around a tool called Partner Campaigns. A seller registers products into an agency’s campaign and sets a total commission rate. The agency sets the rate it offers creators, at or below that total, and keeps the difference.

TikTok’s own example: if a seller offers 30% in total and the agency sets 15% for creators, the creators receive 15% and the agency receives the other 15%. The creators do not have to be managed by the agency. In the US, onboarding for this track includes submitting tax information and linking a bank account in Partner Center.

The Creator Agency Partner track is for agencies that manage, represent or have access to creators, with a job TikTok describes as acquiring, educating and incubating creators who produce short video and LIVE content at scale. If you run a talent roster, CAP fits you better than TSP. The roles are not exclusive: one company can add several categories, and TikTok’s US guidance encourages partners to activate all three service areas (Seller Service, Creator Service and Creator Matchmaking).

What approved partners get, according to TikTok

TikTok’s TSP page lists five benefits. In short:

  • New leads: a chance to be recommended to suitable sellers and brands.
  • Service market discovery: visibility when sellers browse the App & Service Store.
  • Rewards and incentives: incentive policies that TikTok says include financial rewards and traffic.
  • Training and development: regular training and partner development programs.
  • Custom services: one to one support from TikTok’s partner operations team for high performing partners.

Approved TSPs can also be listed in TikTok’s US partner directory, where sellers filter by service type and by tiers and badges. On October 21, 2026, it listed 434 companies, and the listings we saw showed “Contact for price” rather than rates. Approval also opens the authorization tools covered below and Data Compass, the Partner Center module for viewing authorized shop data.

Offer TikTok Shop before you have partner status

How the US tier system works

TikTok publishes a US tiering mechanism for TSPs certified and operating in the US. There are six tiers: V0 TSP, V1 Certified, V2 Bronze, V3 Silver, V4 Gold and V5 Platinum. Scores weight GMV at 80% and quality at 20%, where quality covers next month retention of merchants or creators and a quarterly satisfaction survey. The current version also adds weight for partners that bring new merchants onto TikTok Shop.

The GMV benchmarks in TikTok’s table run from anything above $0 for Certified to $300,000 for Platinum, in a column labeled daily GMV, so confirm the measurement period in Partner Center. Tiers update between the 3rd and 5th of each month based on the previous month, and TikTok says appeals are not supported yet. Partners offering one service are scored at a 90% weight; partners offering several get 110% to 130%.

Benefits scale with tier. Examples from TikTok’s table:

  • V1 and above: a tier badge shown to sellers and creators, plus honor awards.
  • V2 and above: LIVE Manager access for linked creators, and online campaign settlement (splitting commissions between TSP and seller) after review. V4 and above get settlement directly.
  • V3 and above: one to one support from TikTok Shop partner account managers, priority feature testing, and priority manual appeals for their sellers after inaccurate shop takedown sweeps.
  • Every tier: partner incentives, the TSP community, and TikTok’s trainings and webinars.

TikTok says more benefits will launch and the rules can change, and the document links to earlier versions of itself. Treat the tier table as a moving target.

Applying: what is published and what is not

TikTok’s US onboarding guide describes five stages:

  1. Register a Partner Center account with a valid email. Partners serving the US use the US Partner Center site.
  2. Choose a role. “TikTok Shop Partner” covers the TSP, CAP and TAP roles; “Developer” is for software vendors.
  3. Enter company details. Once approved, TikTok says entity information applies across all categories and finance settings and cannot be modified.
  4. Choose one or more service categories, with the US as the target market.
  5. Add category details, submit, and track the review status under My Account.

TikTok’s requirements page asks for a company name and registration number matching your company documents, a business owner ID, a partner name and logo, a PDF company introduction covering capabilities, team and case examples, plus target seller categories and service scope. TikTok may also request ultimate beneficial owner information. The US guide adds that no more than three partners may register under one company entity.

Proof of operating capability varies by market and category. Where TikTok’s table spells it out, TSP evidence includes seller accounts you already manage, a signed seller cooperation agreement, proof of sales, a screenshot of a TikTok LIVE lasting over 30 minutes, and photos of your studio or team. TikTok expects to see existing seller work.

What TikTok does not publish

  • US category evidence: the US guide refers to a category information list, but the requirements table we could read covers other markets and cross border partners. Check the US fields inside Partner Center.
  • Approval criteria, review time and approval rates: TikTok shows statuses (pending, approved, or rejected with a reason you can fix) but no timeline, rubric or acceptance numbers.
  • Fees: none of the Partner Center pages we read mention an application or membership fee. We could not confirm this either way, so ask in Partner Center.
  • Incentive amounts: TikTok mentions financial rewards and exclusive incentives but publishes no amounts.

Do you need TSP status to run client shops?

Based on what TikTok publishes, no. We found nothing requiring an agency to be a TSP before it works on a brand’s shop. The program reads as a channel for discovery, authorization and support, not a license to operate.

Brands already have two native ways to give an outside team access. In Seller Center, TikTok lists eight user roles, including Main Administrator, Affiliate Manager, Advertising Manager and Order Fulfillment Specialist, while User Management stays visible only to the shop owner’s account. In Business Center, a brand can share its shop with a partner business using that partner’s Business Center ID and choose which permissions to grant. We cover the setup in giving an agency access to a client’s TikTok Shop.

How TSP authorization differs

A TSP publishes a service in Partner Center and sends the seller an authorization link. In the US, the seller chooses what to authorize: the object (shop and TikTok account, shop only, or TikTok account only), shop operation tickets, Seller Center access and Data Compass data. Only the seller’s main account can authorize, and only the seller can cancel.

The Seller Center piece is TSP Access: a one click login from Partner Center into each authorized shop, plus messaging creators on the seller’s behalf. TikTok says it built this because TSPs otherwise juggle multiple sub accounts across sellers, which tells you the default for everyone else: user accounts the brand creates and controls.

Question Access the brand grants directly TSP authorization
Who grants it The brand, through Seller Center user roles or Business Center sharing The seller’s main account, through the TSP’s authorization link
How you log in Individual user accounts One click TSP Access from Partner Center (local partners only)
Who can revoke it The brand Only the seller
Partner approval needed No Yes

Either way, the brand owns the shop, the data and the creator relationships. Partner status changes how you get in, not who owns the account.

Should you apply or partner?

The right answer depends on where your agency is today, not on the badge.

Apply yourself if

  • You already run TikTok Shop work for sellers and can document it with agreements, sales and LIVE or video examples.
  • You want leads from TikTok’s directory and can compete on tiers that weight GMV heavily.
  • You can staff shop management, LIVE, short video and affiliate work in house, since TikTok’s scoring favors partners offering more than one service.

Partner if

  • Clients are asking now and you do not yet have the seller evidence an application asks for.
  • You want to keep the client relationship while someone else runs daily operations.
  • You would rather test demand before hiring for LIVE, creators and GMV Max ads.

Partnering does not have to be permanent. You can learn the channel on real accounts and decide later whether to build a team and apply. Our comparison of white label, referral and in house models covers the tradeoffs.

If you partner with TokVendors, the work runs inside the brand’s own accounts through user access the brand grants, never shared passwords. With white label, we run the shop unbranded behind your agency and report in your name. With referral, the brand signs with us directly and you earn a referral fee on every brand that signs, with terms shared on a partner call. You can compare both on our agency partner program page.

Questions to answer before you decide

  1. Which partner type matches your actual work: seller services, affiliate campaigns or creator management?
  2. Can you produce signed seller agreements and proof of sales today?
  3. Does your offer depend on a discontinued category such as paid media?
  4. Are clients asking for the badge itself, or for good execution and clean account ownership?

TSP status can be worth pursuing once TikTok Shop is a real part of your agency, but it is not the gate to serving clients. If you want to offer TikTok Shop now while you decide, see how our white label and referral options for agencies work.

Frequently asked questions

Do you need to be a TikTok Shop Partner to manage a client's TikTok Shop?

Not according to anything TikTok publishes. Brands can give agencies access through Seller Center user roles and by sharing the shop with a partner in Business Center. TSP status adds a separate authorization route, a directory listing and tiered support, but the brand owns the shop either way.

How long does TikTok Shop Partner approval take?

TikTok does not publish a review timeline. Partner Center shows each application as pending, approved or rejected, and a rejected application can be modified and resubmitted. Track the status under My Account in Partner Center.

Does it cost anything to join the TikTok Shop Partner program?

None of the Partner Center pages we reviewed mention an application or membership fee, but they do not rule one out either. Confirm inside Partner Center before you apply.

What is the difference between TSP and TAP on TikTok Shop?

TSPs provide services to sellers, such as shop management, LIVE, short video and seller affiliate management. TAPs run Partner Campaigns that connect sellers with creators: the seller sets a total commission, the agency sets the creator rate within it and keeps the difference.

How are TikTok Shop Partner tiers calculated?

In the US, TikTok scores TSPs on GMV (80%) and quality (20%), which covers retention and a quarterly satisfaction survey. There are six tiers from V0 to V5, updated monthly, and higher tiers unlock support such as one to one account management.
