Quick answer: Give an agency access through the brand’s own accounts, never a shared password. In Seller Center, the shop owner adds each agency person as a sub account under User Management with one of eight preset roles or a custom role. In TikTok Business Center, the brand shares its shop and ad account with the agency’s Business Center as a partner, which is where GMV Max runs. Grant the narrowest access each workstream needs and remove it when the work ends.

The first week with a new TikTok Shop client often stalls on one question: how does the agency get in? Someone offers the owner login, someone else opens an ad account in the agency’s name, and six months later nobody knows who can see the bank details.

This guide is part of our series on adding TikTok Shop services to your agency. It covers Seller Center users and roles, how TikTok Business Center handles partners, ad accounts and GMV Max, when TikTok Shop Partner authorization applies, and onboarding and offboarding checklists. Role names, menu paths and steps come from TikTok’s own help pages, listed at the end. TikTok changes these screens often, so confirm each label in your client’s Seller Center.

Why access goes through the brand’s own accounts

The brand owns its TikTok Shop, Business Center, ad accounts, data and creator relationships. The agency works inside them with permissions the brand grants and can take back, whichever delivery model you use. If you are still choosing one, see our comparison of white label, referral and in house delivery.

  • Owner only controls exist for a reason. TikTok shows User Management, Linked TikTok Accounts, Account Information, Tax Information, Bank Accounts, Holiday Mode, Communication Preference and Delegation Mode only to the shop owner’s account. A shared login hands all of that to anyone with the password.
  • Every action has a name on it. Individual users show who changed a price or paused a campaign, and one person can be removed without resetting anything.
  • Endings stay clean. When access is a set of roles and partner links, offboarding is a checklist, not a password reset.

For agencies selling white label TikTok Shop management, this matters twice. The client’s contract is with you, but the people in its shop may include a delivery partner’s team, and each should still be a named user the brand can see and remove.

Seller Center users and roles

Seller Center is where the shop runs: products, orders, promotions, affiliates, finance and shop health. TikTok calls extra users sub accounts, and only the shop owner account can add them. TikTok Shop’s US Academy (June 2026) gives these steps:

  1. Go to Account Settings, then User Management, and click Add User. A May 2026 TikTok article gives the path as My Account > Account Settings > User Management and the button as Create New, so expect small differences.
  2. Select one or more roles, enter the person’s email, choose a default language and submit.
  3. The person must activate from the email within 120 hours. Pending invites sit under Invited User.
  4. Active users appear under Added User, where the owner can Edit roles, Deactivate (and later reactivate) or Delete them.

Two details trip agencies up. TikTok says one email address can only be added to one store, so someone working on three client shops needs three addresses; a client specific alias on your domain keeps this tidy. And owners assign roles, not individual permissions, though TikTok says they can create custom roles when no preset fits.

Preset role What TikTok says it can view and edit
Main Administrator Almost all pages and features, except sensitive store information such as User Management, Account Information and Linked TikTok Accounts
Affiliate Manager Affiliate Marketing
Finance Specialist Finance pages, including Bills, Payments and Invoice center
Advertising Manager Ads pages
Marketing Specialist Promotions pages
Customer Service Agent Customer messaging, Products, Orders and Shipping
Order Fulfillment Specialist Orders and Shipping
Product Management Specialist Products (see the note below)

Every role also gets general pages, which the US Academy lists as Homepage, Shop Health, Help center, some Seller Profile tabs, Academy, Data Compass and Message center. So anyone you add can see shop health and analytics.

One inconsistency: TikTok’s Business Help Center says the Product Management Specialist edits Products, while the US Academy says it edits customer chat and only views Products, Orders and Shipping. Hover over the role in User Management to read the current description, and test with one user before relying on it for listings. The Academy also notes that permissions are split into viewing and editing, so adding a role or a custom one fixes gaps.

The brand’s official TikTok account

The brand’s own videos and LIVE usually run from the shop’s official TikTok account. TikTok says a shop can link only one, and linking gives it video and LIVE selling permissions. If it is an Organization Account, the US Academy describes team access: the Main Shop Administrator opens My Account > Linked Accounts > Manage team access and adds sub accounts holding the Affiliate Manager or Main Administrator role. Each person gets their own login, and removing the role logs out their active sessions. If your client’s account is not an Organization Account, confirm the options in Seller Center with the brand rather than accepting a password.

Set up client access the right way

Our agency partner program runs client shops inside the brand’s own accounts, with named users and roles the brand controls.

Business Center for ads and GMV Max

Ads live in Business Center, not Seller Center. TikTok says only one Business Center can be linked to a TikTok Shop, but the shop can be shared with other Business Centers. That one should be the brand’s, with your agency’s Business Center connected as a partner.

Business Center offers two ways in. Members are individuals added under Users > Add Members as Admin (full access) or Standard (only assigned accounts and assets), with optional Finance Manager or Financial Analyst roles. Partners are other Business Centers that receive specific accounts and assets. The partner route is usually cleaner for agencies: the brand shares assets once, and you assign your own team inside your Business Center. Per TikTok’s March 2026 guide, a brand admin:

  1. Clicks Partners in the left menu, then Add partner.
  2. Enters the agency’s Business Center account ID or an ad account ID. If a direct Business Center adds an agency Business Center, TikTok asks whether to form a media agency partnership.
  3. Selects the accounts and assets to share, sets permissions, then clicks Next and Confirm.

To share the shop itself, the brand admin opens Accounts > Shops, finds the shop, clicks View, then Partners and Share with partner, enters your Business Center ID, picks permissions and clicks Assign. This needs admin access in both Business Center and Seller Center. You can also request access from your side with the shop code under Accounts > Shops > Add shop.

Ad account action Admin Operator Analyst
View ads, performance and reports Yes Yes Yes
Create and edit ads, manage audiences Yes Yes No
Manage finance Yes Yes No
Manage ad account settings Yes No No

Operator suits the people running campaigns. Because TikTok’s March 2026 table gives Operators finance management, agree in writing who handles billing. Give Analyst to anyone who only reads reports. For the brand’s TikTok account, an admin can choose Only show as ads or Show on TikTok profile and as ads, which decides whether a member pushing Spark Ads content can also post to the brand’s profile.

How GMV Max access works

TikTok’s June 2026 guidelines limit GMV Max to one ad account per shop at a time: the primary ad account assigned in Seller Center. Assign a different one and the previous account loses GMV Max access for that shop, with its campaigns paused. That leaves two setups:

  • Brand owned ad account shared with the agency. This is what we recommend. The primary ad account sits in the brand’s Business Center and your agency gets Operator access as a partner, so history, audiences and billing stay with the brand.
  • Agency owned ad account with GMV Max authorization. TikTok documents this too. An agency that owns the ad account and has Ad promotion permission for the shop goes to Accounts > TikTok Shop Accounts, clicks Set up GMV Max, then Request GMV Max authorization. Once the owner approves, GMV Max campaigns on the owner’s previous ad account are turned off. It works, but the history lives in your account, not the client’s.

LIVE GMV Max adds a dependency. TikTok says if the official account is disconnected from the shop, from Business Center, or as the ad account’s TikTok business account, LIVE GMV Max campaigns may pause. Plan around that before unlinking anything.

TikTok Shop Partner authorization

TikTok runs a separate flow for approved TikTok Shop Partners (TSPs), and it applies only to agencies in that program; our guide to the TikTok Shop Partner program explains it. Per TikTok’s US Academy:

  • The TSP sends an authorization link from Partner Center > Seller Management > Manage Authorization.
  • The seller sets a duration and chooses Authorized Seller Center permissions: full access, or specific areas such as product access and Ads manager access, plus optional Data Analytics areas like LIVE or Marketing.
  • Only the seller’s main account can authorize, for up to a year, renewable by link.
  • The seller can revoke at any time under Apps & Services > Agencies & Services > My Services.

Choose specific areas over full access unless the scope truly covers everything.

Which access each workstream needs

Least privilege means each person gets the smallest set of permissions their work requires, and nothing stays on after it ends.

Workstream Seller Center Business Center Least privilege note
Listings and products Product Management Specialist, or a custom role with product editing None, unless a catalog is shared Test edit rights before launch week
Affiliate Center and creators Affiliate Manager None Also qualifies for Organization Account team access
Ads and GMV Max Advertising Manager Partner with Operator on the primary ad account; shop shared Analyst for reporting only staff
LIVE Marketing Specialist if the LIVE team manages promotions; Organization Account access for hosts who need it Operator for LIVE GMV Max No preset LIVE role exists, so combine the smallest set that works
Analytics and reporting Any role, since general pages include Data Compass Analyst Reporting never needs edit rights
Finance and settlements Finance Specialist, only if reconciliation is in scope Financial Analyst if needed Bank and tax details stay owner only; the brand keeps Finance Manager

Main Administrator is the role agencies ask for most and need least. Reserve it for one named lead whose scope truly spans almost every page, and review the user list with the brand every quarter.

Onboarding checklist

  1. Confirm ownership. The brand holds the Seller Center owner account and the Business Center linked to the shop. A client without a shop should open its TikTok Shop in its own name.
  2. Request access in writing. List each person, workstream, role and the email they will use for this shop only.
  3. Activate users. The owner adds them; each activates within 120 hours.
  4. Connect Business Centers. Send your Business Center ID; the brand shares the shop and primary ad account at Operator level.
  5. Confirm the GMV Max account. Check which ad account is primary before building campaigns.
  6. Settle official account access and the Spark Ads permission level.
  7. Keep integrations brand owned. If the catalog syncs from Shopify, connect Shopify to TikTok Shop from the brand’s accounts.
  8. Start an access log of person, role, date granted and approver.

Offboarding checklist

  1. Agree the handover: end date, reports, creative files, creator contacts and campaign notes.
  2. Remove Seller Center users in User Management, or Deactivate first if handover overlaps.
  3. Close Organization Account access by removing the role; TikTok logs out active sessions.
  4. Remove the Business Center partner. The brand admin opens Partners, selects your agency and clicks Delete, ending access to shared accounts and assets.
  5. Move GMV Max if needed. If your ad account held it, the brand assigns its own primary ad account; your campaigns for the shop pause, so time the switch.
  6. Protect LIVE GMV Max by confirming the official account stays linked.
  7. Cancel any TSP authorization under My Services.
  8. Close the log and confirm in writing that access has ended.

Access is the least glamorous part of adding TikTok Shop to your services, and it is where client trust is won or lost. See how our white label TikTok Shop service runs behind your agency inside clients’ own accounts, or compare both models on our agency partner page.

Frequently asked questions

Should I give my agency my TikTok Shop password?

No. The shop owner can add each agency person as a sub account in Seller Center under User Management and give them only the roles they need. Owner only areas such as bank accounts, tax information and user management stay protected, and each person can be removed on their own.

What Seller Center role should a TikTok Shop agency have?

It depends on the work. Affiliate Manager covers the creator program, Advertising Manager covers the Ads pages, and Product Management Specialist or a custom role covers listings. Main Administrator should be reserved for one named lead whose scope spans almost everything.

Can two ad accounts run GMV Max for the same TikTok Shop?

No. TikTok limits GMV Max to one ad account per shop at a time, and it must be the shop’s primary ad account as assigned in Seller Center. Changing the primary ad account pauses GMV Max campaigns for that shop in the previous account.

Does an agency need to be a TikTok Shop Partner to manage a client's shop?

TikTok’s help pages on Seller Center sub accounts and Business Center partners do not list TSP status as a requirement. TSP authorization is a separate route for approved partners, with a chosen scope and a duration of up to one year.

How do I remove an agency's access to my TikTok Shop?

Delete the agency’s users in Seller Center under User Management, remove the agency as a partner in Business Center, and cancel any TSP authorization under My Services. If the agency’s ad account held GMV Max for your shop, assign your own primary ad account in Seller Center.
