Quick answer: TikTok Shop charges US sellers a referral fee on each completed order, listed at 6% for most categories and 5% for certain jewelry and preowned items in TikTok’s category table as of October 2026, plus a refund administration fee when orders are refunded. There is no monthly or listing fee, but your true cost per order also includes shipping or fulfillment, affiliate commissions, ad spend, samples and returns, which together often matter more than the referral fee itself.

Most sellers look at TikTok Shop fees and see a single number: the referral fee. That number is real, but it is rarely the biggest cost on an order. Creator commissions, ad spend and fulfillment usually take more.

This guide breaks down every fee and cost line on a US TikTok Shop order, shows the official category rates, and works through a full margin example. It is part of our step by step guide on how to start a TikTok Shop.

Every cost on a TikTok Shop order at a glance

Cost Who sets it How it is calculated

TikTok Shop referral fees by category

The referral fee is TikTok’s commission on each sale. TikTok’s US category table, last updated October 8, 2026, lists these rates:

Category Referral fee Notes
Beauty and Personal Care 6% Qualification required to list
Health 6% Some products restricted or invite only
Womenswear, Menswear and Underwear 6%
Fashion Accessories, Shoes, Luggage and Bags 6%
Home Supplies, Kitchenware, Furniture, Textiles 6%
Phones and Electronics, Computers, Household Appliances 6%
Sports and Outdoor, Toys and Hobbies, Pet Supplies 6%
Food and Beverages, Baby and Maternity 6% Food categories need qualification
Automotive, Tools and Hardware, Home Improvement, Books 6%
Jewelry: diamond, gold, jade, platinum, ruby, sapphire, emerald 5% Reduced from 6% in October 2024
Jewelry: silver, pearl, crystal, semiprecious stones and others 6%
Preowned (bags, watches, refurbished electronics, apparel, collectible cards and coins) 5% 3% on any portion of a sale over $10,000
Collectibles (trading cards, sports collectibles, entertainment) 6% 3% on any portion of a sale over $10,000

Pro tip: Rates differ by category, and TikTok can update its table, so check the rate that applies to your products. The fastest way to know your rate is to divide the referral fee on a recent settlement statement by that order’s fee base.

How the referral fee is calculated

TikTok’s formula is: referral fee rate times (customer payment plus platform discount minus tax). Three details matter:

  • Shipping is in the base. TikTok’s category page states that the base includes the shipping fee the customer pays.
  • Platform discounts are added back. If TikTok funds a coupon, you still pay the fee on the prediscount amount.
  • Seller discounts reduce the base. Discounts you fund lower both what the buyer pays and the fee.

TikTok’s own example: a customer pays $102, TikTok funds a $5 discount, and tax is $2. The base is $102 plus $5 minus $2, or $105. At 6%, the referral fee is $6.30.

Refund administration fee

When an order is refunded, returned or cancelled, TikTok returns the referral fee minus a refund administration fee of 20% of that referral fee. Since May 15, 2025, the fee is capped at $5 per SKU. TikTok’s examples:

  • One $10 SKU refunded: $10 times 6% times 20% equals $0.12
  • One $500 SKU refunded: the $6.00 calculation is capped at $5.00
  • A $500 SKU and a $10 SKU refunded together: $5.12, calculated per SKU

No refund administration fee applies to “buy now, refund later” creator sample refunds, or to buyer initiated cancellations before shipment that meet TikTok’s auto cancel criteria.

New seller promotional rates

Seller guides from Hubfluence and FastMoss describe a promotional 3% referral rate for 30 days for new sellers who make a first sale within 60 days of onboarding. TikTok can change or end promotions at any time, so confirm what applies to your shop in Seller Center and model your pricing on the standard rate.

Shipping and fulfillment costs

How you ship decides your second largest platform cost. TikTok’s US logistics guide, last updated September 2026, describes three main models.

TikTok Shipping

Available to most sellers. You pack the order and print a TikTok label. You pay a shipping fee based on the greater of actual weight or volumetric weight (length times width times height, divided by 166). The fee is deducted after delivery from your GMV or deposit, and it can be adjusted after a carrier weight audit. TikTok covers lost or damaged parcels.

Seller Shipping

Available to select sellers only. You use your own carrier contract and upload tracking. Costs depend on your rates, and you carry the risk of loss or damage.

Fulfilled by TikTok (FBT)

TikTok stores, picks, packs and ships your inventory. In exchange, your products earn a free 3 day delivery badge with no minimum spend. TikTok’s guide lists these 2026 FBT fees:

  • Fulfillment, single unit orders: from $4.28 for items 4 oz or less to $9.63 for items of 9 to 10 lb. Multiunit orders get lower per unit rates.
  • Storage: free for the first 60 days, then $0.03 per cubic foot per day from day 61, rising with inventory age.
  • Inbound placement: free when you ship direct to a fulfillment center; hub placement is charged per unit by weight.

Optional extras add up too. TikTok’s Package Signature Service, launched in March 2026, costs $3.95 per package and is recommended for orders over $400.

Affiliate commissions

Commissions are what you pay creators who sell your product. You set them in the Affiliate Center, anywhere from 1% to 80%. TikTok calculates commission as: (product price excluding tax minus seller discount) times the commission rate. Shipping and tax are not part of that base.

Refund rules changed in 2025. For orders created after April 15, 2025, if a refund or return happens before the creator is paid, the commission comes back to you. If the refund starts after the creator has been paid, the commission is not refunded. Creators are typically paid about 15 days after delivery, but never before your own order settles.

Commission only applies to affiliate attributed orders, but in many shops those orders are the majority. Budget for commission on every order your creators drive, and on ad driven orders that run on affiliate videos.

Advertising: GMV Max spend

TikTok Shop ads now run through GMV Max, which optimizes toward a target return on investment (ROI): gross revenue divided by ad spend. Ad cost per order is simply your price divided by the ROI you achieve. At a $30 price and an ROI of 4, each ad driven order costs $7.50 in ad spend. At an ROI of 3, it costs $10.00.

That makes ROI the most sensitive number in your margin. A shift from 4 to 3 adds $2.50 of cost to every ad driven order in this example, more than the entire referral fee.

Returns, refunds and after sales costs

TikTok’s US return policy, last updated September 2026, sets a default 30 day return window from delivery. Costs to plan for:

  • Return shipping: the policy’s return shipping table lists the seller as paying for returns sent through TikTok’s preferred drop off, for both buyer preference and seller fault reasons. If a batched return includes any seller fault item, you pay the return shipping. TikTok adjusts return rules and subsidies periodically, so check the after sales details on each order in Seller Center.
  • Refunds without returns: automatically enabled for items priced $0.01 to $10.00. You refund the buyer and do not get the item back.
  • Automated partial refunds: for items priced $10 to $100, partial refunds range from 10% of the price (minimum $5) to 50% (maximum $50).
  • Unsellable returns: opened or damaged returns often cannot be resold at full price.

Late shipping and out of stock cancellations also cost you indirectly through your Account Health Rating. Our guide to TikTok Shop account health explains the thresholds.

Samples, discounts and cash flow

Samples are a real marketing cost. Every free sample sent to a creator costs you the product plus shipping, and only some creators post. Track sample cost per posted video and per resulting order.

Seller funded discounts lower your revenue directly, and they also lower the base for referral fees and commission. A 20% coupon on a $30 product takes $6 off your revenue before anything else.

Cash flow matters as much as margin. New shops start on TikTok’s introductory settlement period, the slowest payout tier, and a portion of each delivered order is held in reserve for 30 days from delivery. Payouts go out automatically once your balance reaches $1. Plan for inventory, samples and ads to be funded for several weeks before revenue lands.

Worked example: the true margin on a $30 product

Here is a hypothetical product sold at $30.00 with free shipping. Landed product cost is $7.50, fulfillment through FBT at the single unit rate for items 4 oz or less is $4.28, creator commission is 15%, and the GMV Max campaign achieves an ROI of 4. Tax is excluded from the fee base.

Line Organic order Affiliate order Ad driven affiliate video
Selling price $30.00 $30.00 $30.00
Product cost -$7.50 -$7.50 -$7.50
FBT fulfillment -$4.28 -$4.28 -$4.28
Referral fee at 6% -$1.80 -$1.80 -$1.80
Affiliate commission at 15% $0.00 -$4.50 -$4.50
Ad spend at ROI 4 $0.00 $0.00 -$7.50
Contribution per order $16.42 $11.92 $4.42

Now blend them. Assume 30% of orders are organic, 30% are affiliate orders and 40% are ad driven. Blended contribution is about $10.27 per order. Subtract an allowance of $1.00 per order for returns and refunds and $0.60 per order for samples, and you keep about $8.67, or 28.9% of the selling price, before overhead, salaries and income tax.

Notice how small the referral fee line is compared with the ad line. If the ad driven share of orders rose from 40% to 60%, margin would fall far more than a change of a point or two in the referral rate.

Your breakeven ROI

The same numbers tell you the lowest GMV Max target ROI you can afford. Divide the price by the contribution before ads. For an affiliate video: $30.00 divided by $11.92 is about 2.5. Below that, ad driven orders lose money. Run your own numbers with our TikTok Shop profit calculator, which adds commission, ads and returns to the model.

How to lower your true cost per order

  • Raise average order value. Bundles and multipacks spread fulfillment and ad cost across more revenue, and FBT charges less per unit on multiunit orders.
  • Measure and enter accurate dimensions. Shipping is billed on the greater of actual or volumetric weight, so oversized packaging costs money on every order.
  • Tier your commissions. Use a moderate open collaboration rate and a higher target rate for proven creators, rather than one high rate for everyone.
  • Reduce returns at the listing. Accurate photos, sizes and descriptions prevent “not as described” returns, which cost you shipping and the product.
  • Price for the full stack. Set prices after modeling fees, commission, ads and returns, not before.

Fee mistakes to avoid

  • Pricing on the referral fee alone and ignoring commission and ads
  • Assuming the new seller promotional rate will last
  • Forgetting that shipping charged to the buyer is part of the referral fee base
  • Running deep seller funded discounts without recalculating margin
  • Not reconciling settlement statements against your own model each month

No. US sellers do not pay a monthly subscription or listing fee to sell on TikTok Shop. Costs are charged per order, mainly the referral fee, plus any shipping, fulfillment, commission and advertising you choose.

Is the TikTok Shop referral fee charged on shipping?

Yes. TikTok’s category fee page states that the referral fee base includes the shipping fee the customer pays. The base is customer payment plus platform discount, minus tax.
